sounds like a bad moisture problem to me in most situations like this ,moisture is probably coming up from under your house....get that checkeed and fixed and go from there...you also can use the old tiles

I didn't notice where are the tiles but I can see they are somewhere close to water. In that case there is waterproof thing called red guard. Take the tiles down clean the wall and take a paint brush to put red guard on the wall. It looks like you are going to paint it. After you do that let it dry and you can see how the color is changing from pink into red. After it's completely red for your insurance repeat it 3 times. Then when it's dries you can start with tile installing. And yes you can use the old tiles, just clean them so you cant se any thin set on them. The best type of thin set is versa bond white for ceramic and travertine tiles. Good luck.

Commercial tile should be set with an epoxy that does not allow water seepage and does not mold.
Either the epoxy was the wrong type or defective.
If popping up all over , take it all up, clean the base and lay down a fresh layer of the correct adhesive.
Note : wax will cause you more problems, do not wax the current set up.

You did something wrong. Time to start over or hire a new contractor. I set tile for work and what you are telling me is that it all need to be replaced.
