are radio scanners signals delayed from the time they are transmitted to the time they reach my scanner or do i recieve them the second they transmit? i was asking becuase when im listing to my scanner they say for example "rescue 1 report to east atlanta, time out 3:50pm" and when i look at my clock it be the same time they said so im thinking i hear it as the same time they transmit. just asking.

You receive it the same time it is transmitted. When they say 'time out'...their clocks are not always set perfectly.. Radio signals travel quite fast, like the speed of light, not the speed of sound..

Yes it is live. No more than a few second delay.
