So if a woman is raped in the city and doesn't scream loud enough, she gets put to death too.

The Bible indeed condemns that activity as it should. What people object to and the reason they say it condones rape is because in a section of the laws for Israel, God made provisions for rape victims. With that being said, God no more condones rape than he does slavery or divorce.

The Bible consents rape, as long as the woman's father gives consent to the rapist.
A woman must marry her rapist and the rapist must pay her father for her virginity.
Basically, it doesn't condone rape but it certainly makes out that women are property, so rape is like stealing someone's 'goat' or something.

does it matter? r u gonna go rape some1 because the bible says its ok? i dont think so, so i dont think it reali matters. what does matter is that the law says its not ok and if you do u will go 2 jail where your probably gunna get raped by sum big black guy.
