Police DO NOT give drugs back to people. Your friend is telling you tall tales.
The prosecutor will sometimes pull charges on someone if they have provided information that leads to arrests and significant drug seizures. We do not tell people to turn other people in or we will charge them. We will charge them and then tell them that if they provide usefull information that a deal may be possible with the prosecutor. If they don't, oh well.

Thats police harassment and they can't give drugs back to someone if they found them on him. If they go back to arrest him for not snitching its police entrapment because they took the drugs from him and then gave them back hoping to catch him with the same drugs later if he doesnt cooperate. Suggestion: call the cops sargeant

Frankly, I find it hard to believe they gave the drugs back. Perhaps your friend the drug user isn't being totally honest with you. Considered that?
