Besides the Doppler one mentioned there is also a coriolis effect one in which the flow is measured by vibrating a tube filled with the liquid. The more flow per minute the more of its mass is there to interfere with the vibrations. You can output a number for flow from the meter's internal calculations of mass flowing.
