It is currently 13 F (8:10 am March 9)

I don't know what you mean by "this period"...

This winter there has been relatively little snow.
We had a foot or two within the past few weeks -- LOTS more further east near Oswego (a freak storm that dropped up to 12 feet with 3 more feet within a few days.)

Snow up here on the shore of Lake Ontario is a joker and it all depends on the direction of the wind! (It's called "lake effect snow.") Winds blowing from the north pick up moisture off of Lake Ontario that is dumped as snow when the wind hits the land. Buffalo and Watertown traditionally get more lake effect snow from the westerly winds blowing off of Lake Erie and Lake Ontario.

The biggest thing about the Rochester weather is that there are a lot of overcast days (also due to our proximity to Lakes Ontario and Erie.)

Weatherunderground has a search bar. I like to check out Hawaii and Tokyo and London and Fiji and Rio de Janeiro on it. Go for it!
