It would be good to know more details. How old are you? Do your parents have a rule about not dating?
Even if they do, parents are much more open to conversation and discussion than most pre-teen/teens give them credit for. We (parents) would rather know the truth and deal with it honestly than find out some other way and know you "hid" it from us.
Your parent's trust in you will become more and more important as you get a bit older and want to do more and more things with your friends, outside the home, with a date, etc. There is no time like the present to build a good solid foundation of trust. You won't regret it - it will be a very good thing for you in the future.
(For the sake of the following I will refer to you as a girl only because you didn't say and it is to ackward to say he/she etc)
I would just say something like "Can I talk to you for a few minutes? (clues them in to pay attention and not be distracted by anything else). You know that boy, {Matt}, that I told you is {on the basketball team/ my math class/ whatever}? He and I really like each other and he asked me to be his girlfriend. I really would like to. Can we talk about this?"
Parents LOVE a direct approach. Saves all the song and dance (and frustration!) of trying to figure out what is REALLY going on!

Mabye you feel weird because your not allowed to have a gf. If that's the case then ask them when your gonna be allowed to date. Or ask if you could have a friend over for dinner and invite him over and see what your parents think. If your that scared dont tell them. Its easier to tell or ask your mom instead of your dad because moms usually know what your going through. I hope it works out for you.

I dont tell my parents but just say mom dad im going out with this girl (Insert name here) and i just wanted to say that

You could just talk about the person with you parents then bring it up or just keep hanging out with the person and maybe your parents will ask you if your going out.

dont be shy to tell your parents about it they can understand im sure.they know that more than you do ,much better you open to your parents about it so they can give you guidance.
