Specifically red potatoes. Do I have to boil or bake them first, or can I cut them really small? Thanks.

Broiling potatoes or other veggies is great. Try this recipe. The recipe is enough for 8 people. Just divide the amount of ingredients if you are cooking for fewer than that. Enjoy!

Ingredients:
5 pounds potatoes
1/4 cup butter
2-3 tablespoons chopped fresh parsley or 1 tablespoon dried
1 tablespoon fresh lemon juice (about 1/2 a lemon)
1 teaspoon dried chives
1/2 teaspoon dried dill
Kosher salt and coarse black pepper

Instructions:
Melt butter with herbs and lemon juice over very low heat
Wash potatoes, cut into halves and dry before putting on sheet pan or low baking dish
Pour butter over potatoes and sprinkle with salt and pepper
Toss to coat all potatoes
Bake in 375 degree F oven turning occasionally for 30-40 minutes or until potatoes are just soft

First of all and most important, the key word in your question is BROIL.
I would cut my potatoes into a Pyrex glass pie plate, salt them, add a little water and cover with Saran wrap leaving a tiny breathing hole at the edger of the pie plate. Place the pie plate into a microwave for about 20 minutes or a little less for a full plate.
Broiling is a specific procedure that places the oven rack
close to the top heating coil, for a short time,usually to brown foods , for example 5 minutes or less. The food must be supervised closely or it can burn very quickly. You can do this with potatoes, but I would baste them with oil, after they have been boiled either on the stove top or in the microwave.
Under the broiler, they would then brown and look roasted.

Boil a pretty big pot of water depending on how many potatoes you are cooking. You can cut them up small depending on their use. Cook them until fork-tender.(so a fork will slide in easily)

Wash them thoroughly dry them off and cover them with salt. Bake at 350 for 1 hour.

boiling will make them cook faster. but u also could cut them small. be sure to brush with oil so they don't stick.
