I wanted to make whole wheat biscuits because I dont eat white flour. They always come out hard and crumbled. They dont taste right. I want them to be really moist and fluffy and buttery

You have to use at least 1/3 white flour and 2/3 wheat flour for your baked goods to even resemble the original product (all white flour). They are dry and crumbly b/c you don't have enough gluten forming to hold the product together and allow it to rise.

Also, check the date on your baking powder. Even if it's not old, it may have gotten wet and not work. May be a good time to replace it.

I think the problem could be that the flour you're using is too rich in fibre. You need to mix this flour with a white flour, try a proportion of 1wholewheat +2 white. If you don't want to use white flour, try with rice flour.
