There are two options.
Option 1- Keep the bear and don't take it so seriously!! It's just a teddy bear! He was just showing that he likes you, nothing to get worried about.
Option 2- Return the bear and tell him you don't feel that way about him, but ONLY if you know he likes you! It would be very awkward for the both of you if he just gave it to you to be nice.
I'd go with Option 1..because it is not really that serious! Nothing to worry about! It should actually feel good knowing someone likes you enough to give you a present.

Keep the teddy bear and just move on. Nobody is gonna force him to be with him. Maybe you could say lets just be frends

Tell him you don't like him in that way and also tell him you cannot possibly accept any gifts from him, since it would not be a true answer to your feelings to take things from him.

just be gracious and say thank you...if he asks you out say you're flattered but not interested in dating, but thank you for asking. Then you should offer to give the teddy back
