My friend has a friend who hangs out with us alot and acts like a total weiner-head when I am around. He constanly is saying mean things and being rude but he is the first to pull out a chair for me and make sure I have everything I need when we all go out as a group. He also always for some reason gets stuck next to me and is actually a nice person over dinner(most of the time) but then it's back to weiner-dom when we are done. Does he like me or is he just a freak?

Plain and simple: He Likes You.
I don't really want to go into too much detail, but I don't want to leave you wondering the same question. His behavior is text-book crush - behavior changing, taking care of you. The biggest giveaway was when he "randomly" sits next to you, guys never (and I mean never) make where they sit just some choice. There is some book whose title I can't remember right now, about where a man positions himself in the room. The closer he is to something, the more he wants or feels ownership over that position.
So yes, yes, yes, he does like you.
