Don't go to a plastic surgeon. It's unnecessary. Your ears are made of cartilage and it is a relatively unpainful procedure. I don't reccommend going to Claire's to do it --- my little sister went there and they charged something like $30 to do it. I have two holes in ear ear and I went to the Piercing Pagoda in the mall (it's one of the stand) both times. It cost me $10 there.
However, places like Piercing Pagoda and Claire's use a "gun" to pierce the ear, which isn't the best way to have it done. The guns are so forceful that they actually damage the surrounding tissue of the ear, causing your healing time to be longer.
The absolute best place to go is a certified piercing and/or tattoo place. If it looks creepy or dirty, don't stay. Find a place that you feel is clean and comfortable, where the piercer is experienced. Make sure they use a brand new needle (most piercers will open it in front of you) or they have a machine that properly sterilizes the needles in between uses.
I recently got my nostril pierced. The woman who did it was 60 years old with tattoos up both arms, a tongue ring, multiple nose rings, and five inch red heels. She was by far the coolest lady EVER...so, even if you chicken out, you'll still meet some characters.

Um you don't need a plastic surgeon to pierce your lobes. Just go to the mall to a place like Claires and get it done for free...you have to buy the earrings of course.

Plastic surgeon is the best way to go, esp if you are getting your cartilage pierced. Alot more sanitary than tattoo places or in the mall, since they do surgery at the same location They numb it first, so you don't feel a thing, other places don't normally do that.

I would go to a tattoo peirce shop located in your town or nearby. type peirce shops+tulsa oklahoma in your yahoo search or type in tatoo parlor+tulsa oklahoma good luck!!!

do not to go the mall to get them done. im sorry but as much as it seems that they clean everything, not everything is always clean.
try going to a piercing/tattoo studio. its clean and the piercing will heal better.
