How do I determine what programs do and don't need to be running in my Window's Task Manager under process tab

I can't get my computer to stop running at 100% of CPU usage and I think it has something to do with what programs are running under the process tab. But I don't know which should and shouldn't be operating.

if you go to google just type in the process name and it will bring up a website with info.
