The absolute best browser available for Windows is Firefox. It has an excellent pop-up blocker, tabbed browsing, and on top of that, it is very fast and secure and has a lot of free add-ons. Just go to http://www.mozilla.com/en-US/firefox/. It will even transfer history and settings from your previous browser if you want it to.
As others are saying, you may want to get an spyware protection program (and virus protection as well). Lavasoft makes a great free spyware remover called Adaware (http://www.download.com/3000-2144-10045910.html) and Grisoft makes a free virus protection program. Just go to http://free.grisoft.com/doc/1.

The best broswer I have found is Firefox by Mozilla. Go to this link: http://www.mozilla.com/en-US/firefox/ This should open the Firefox home page and they will direct you on how to download their broswer. I have no problems with this broswer and have been using it for 2+ years.

This is probably a scam, and it could be an attempt to get you to download spyware.
If you do want a better browser, do not accept the one that is being offered to you. This is a way that spyware-makers want to trick you. Instead, go to www.getfirefox.com, and download Mozilla Firefox.

Everyone loves Firefox and Opera. I've got Firefox, but I still like Internet Explorer the best and can't see why everyone else hates it so much.

sounds like a spyware or adaware trying to rip you off, firstly i would scan your machine for adaware ad-aware 6 is free and is good plus re your browser i use firefox much better

pop up blocker
adware blocker
autofill for your passwords
ability to block, flash files,active x,java applets,pictures,videos,scripts, if you want to.
and they claim to be the fastest browser in the world.
