Guess you could always look at it either way, but i think it's gone past a counter cultural phenomenon as you call it when it is something that is being done by a group of adults. For it to be counter culture it would have to be something done by kids revolting against their parents, doing something to annoy their parents, the opposite of what the parents would ever consider. Since there are too many adults, and I mean people in their 50's and such getting parts of their body pierced and getting tattoos, it doesn't count as counter anything. Is it artistic expression, I can't really say that. How artistic are a lot of the tattoos that you have seen. Most look like they were done by 2 year olds. I have seen some that are close to art, but not all. I don't think most of the people out there that have their liscences to do tattoos have reaal art talent, so I see it as a passing fancy. How long will it take to pass, this is anyone's guess. I had my navel pierced about 14 years ago before it was popular. Now people are piercing all sorts of things and the naval is sort of just a common thing. It's been years that it has been popular, will it pass, probably. Will tattoos pass, probably, but at least you can have them removed easily, or more easily now.

If I could only pick between those two options, I'd say artistic expression.

It is self mutilation. I think it is a counter cultural phenomenon and I wish it would totally disappear.

I BELIEVE IT'S ARTISTIC EXPRESSION, BECAUSE ALL OF MY TATTOO'S MEAN SOMETHING TO ME IN MY LIFE. I DON'T HAVE 1 THAT I GOT JUST FOR THE HECK OF IT. LIKE WHEN MY MOM PASSED FROM LUPUS I GOT ONE ON MY ARM FOR HER. WHEN MY 3 WEEK OLD GODSON PASSED I GOT ONE FOR HIM. I HAVE 4 STARS ABOVE HIS PICTURE TO SIGNIFY THE BABIES I LOST. I HAVE MY HUSBANDS NAME ON MY WRIST. I HAVE MY KIDS NAMES ON MY NECK 2. I HAVE A BLACK PANTHER ON MY LEG BECAUSE THAT TO ME IS THE MOST BEAUTIFUL ANIMAL IN THE WORLD. I HAVE MY EYEBROWS TATTOOED BUT THAT'S JUST BECAUSE I HAVE NERVE DAMAGE IN MY WRITING HAND SO I DIDN'T WANT TO HAVE TO MESS WITH DRAWING LINES EVERY DAY. I DO HAVE MY BELLY BUTTON PIERCED BUT THAT WAS A PROMISE I MADE TO MYSELF, THAT WHEN I HIT THE 100 POUND MARK OF WEIGHT LOSS I WOULD DO THAT TO CELEBRATE. SO IF YOU LOOK AT MY TATTOO'S YOU CAN SEE MY LIFE, SO I THINK IT'S PRETTY COOL!!

A mix of both.
But I'd add "follow the fad" to that choice as well.
Too many people tend to conform to the norm and don't think for themselves.

depending on the person, I think it could be both, although counter culturally, tatoo's have been around for a long long time.
