Is this referring to the story of Moses?
Moses' brother Aaron commited a sin by making a golden calf idol and letting the people worship it. Moses felt it was necessary for atone for the sins of his brother. God told Moses "whoever has sinned against me, i will blot out of my book," saying, it was not necessary for Moses to repent for the sin of his brother because God would already remove him from his list of 'righteous people'. I do not know.
It is a bit extreme to kill his sibling for forgiveness. That is a sacrifice, and God said that Jesus died for all of our sins.

I can't keep track of all the punitive laws, but I think if my kid does something wrong I have to take him out of the gates of the city and oversee a stoning.
That'll teach him.
