It's for my four cats. We are thinking about moving to Ontario from New York sometime in the future.

Depends on what kind of pet you are talking about.
Most do not.
Cats and dogs only need to have proof of current rabies vaccination. Officially they are supposed to have a certificate of health, and proof of all vaccinations, and the more information you have with you the better. However, in hundreds of crossings with up to four pets at a time, I have only been asked for proof of rabies vaccination.

If you have pets other than a dog or cat, then I suggest you consult the customs website for more information.

They require a current rabies vaccine certificate (within 12 months).

My parents take their cats back and forth from Canada to the US every year.

No there is no rabies quarantine if that is what you are thinking. Pets can travel freely across the border.
