Here is a place that reviews lots of dating websites. Many of the online dating services listed have consumer reviews, so you can read what others think of it. Pretty cool site. I'm not sure if there are any free ones though.

The quality of people on dating sites decreases drastically with price. I don't want to fathom a free-site. Just spend the $30+ per month for a more expensive service. At least you know the people on there are more serious about dating. I think LavaLife is free, but I would recommend eHarmony or Match. Match is so-so, but I met my fiance through it.
