Your question is confusing but I think you are asking for the impossible. Men are horny all the time. That's where the word horny really comes from. They have this thing permanantly sticking out like a horn.
Why are you looking for someone who is not single? That, is asking a man to cheat on his wife. You do not want that do you?
Find someone that is single. Horny part is something you have to put up with.

I'd try to find someone else. Trying to steal or attempt to take away another person's partner shouldn't be an option. If the other person likes you back, then have them break up with the other person before you guys do anything. It's hard to control feelings but it's also only right to not try and take someone away from their relationship they've chosen with another person.

He is off limits if he is not single. Don't set yourself up for a big hurt, which is what will happen even if he does get involved with you. If he cheats on his girlfriend/wife now, he'll do it you later.
Get over him fast.

Look at his situation, if he's not happy with who he's going out with then go for it. If he's happy, do not interfere. It would just make everything complicated and will probably end up in a place that no one wants it.
Also, if he's willing to cheat on her he's most likely willing to cheat on you too.

Kill his girlfriend and hold her decapitated head over yourself, spilling her blood all over your body and wait for him to come home. When he sees you, hold out the severed head, laughing strangely "see honey? it all worked out... now we can be together forever!" and start weeping uncontrollably. At this point make it a murder/suicide and call it a day.
