I've been on an SRT entry team for a long time, and have been first through the door many times. Every single time, I have recognized the potential for confrontation. I have been lucky.
I don't persecute anyone. However I do regularly prosecute lawbreakers. And while off-duty I regularly encounter people I have charged in the past. If you are a fair officer and treat people the way you would want to be treated, then they recognize that.
I've never had trouble off-duty, but I still carry a weapon with me.

I live in the county in which I work. I have not had anything happen off duty in the 8 years I've been here. But I am vigilant and my family knows how to act and what to do when we are out and about town. One thing I have noticed is that when I am out of uniform, most of the people I deal with don't recognize me.

Now for the warrant service. Yes it is dangerous. Yes there is a potential for me or my team members to be hurt or killed. Yes, it drives my wife nuts when I get called out or she knows I am going to serve a warrant during my regular shift. And yes, I still hit the door. I absolutely love being #1 on the stick. Better than sex if you ask me.

As far as the "persecution" you referred to, If the sh!tbags would obey the law, I'd be out of a job.

Risk is just the nature of the beast. It is part of the job. Every morning, evening, or night that you put on the uniform - you know that you face risk. You train hard, stay alert, and hope to get lucky.
"Persecute" is not what we do. We enforce the law. If you violate the law, we take appropriate action.
We take extra care in making our families aware of the risks and we teach them to be alert. And we pray.
However, we know the thugs. We know where they live, who their friends are, who their families are, and who they buy dope from. Business is business, but it is really stupid to try to make it personal. Any moron that tries to mess with an officer's family gets a quick wake up call.

You always keep in your mind that things can happen, but it's usually routine calls that get you hurt because officers let their guard down.

We don't persecute anyone. =) However I do live in the county that I work and see people that I've arrested all the time. Most understand that business is business and I haven't had any problems.
