You got some porno? Just joking... you can use Microsoft Paint...
Open the photo with paint and use the following menu:
Image | Stretch/Skew => you will now need to input some percentages stating how small you want the photo to be and save the photo as: (.jpg)
You'll now have a small picture with a small size.. (couple of kilobytes).
I believe you owe me points now :)

The easiest way without any software installation is by right clicking the image u want 2 resize and choose Edit, it will be opened in the Paint program, press "Ctrl + W", a Stretch and Skew window will appear, change the horizontal and vertical Stretch values from "100" to "50" for example, the image's resolution'll be reduced to half the original one & the image's size as well :) Try it ;)
