Rank matters at most bases I've been to. There's always going to be a waiting list (that's the military for you) but having children bumps you up the list. And yes housing allowance is lousy everywhere I've been. We had to live in the getto five miles from base for six months until my husband got promoted and magically a house on base became available. There's one thing I've leaned though: No matter where you live, military life still sucks when you're not an officer.

Base housing is based on rank, the higher you are the better chance you got.
Children do help in the matter.
Housing allowances varies based upon where you are.
At E-1 rank, in California its gonna be a bit rough for at least 6 months. At that rank the pay is low and you're in a high rent area. Check w/base housing for some places you can afford.

most are at least an e-3 by the time they reach a ship.an e-1 will get bah based on his rank and the cost of living. for the area. in norfolk where my hubby is stationed an e-1 with dependents will get 800, just enough for rent in a decent part of town. e-1s dont qualify for base housing at all.
housing allowance is based on rent rates and his rank. he may not even be permitted to live off the ship since he is soo low ranked these are questions you need to ask his recruiter upon enlistment

To answer all your questions - no matter what rank you are and no matter where you are stationed, you will most likely have to wait for housing.
The Basic Allowance for housing is based on where your home state of record is. As an E-1 we got $1,000 a month for housing from our state. You can't live off of that? Get a job to help support your husband.

You cannot be a single parent in the Navy, you will have to sign over full custody to the mother to join. When you complete Boot Camp & A School you will be assigned to a command, if it is a ship then you live on the ship, if you are on Shore Duty or a Squadron then you live in barracks. Your gf will not be able to live with you in military housing, she doesn't exist according to the Navy. To quailfy for housing you must be married or have custody of your child. As you can not have custody during your first enlistment you will not qualify. BAS in the Navy doesn't matter if you are single or married what matters is what command you are assigned to. If you are on a ship then you get about $40 a month from BAS because you eat in the Galley. If you are in a Squadron or Shore Command or another unit then you get BAS for food.

If you're in california you will get more then enough money to paythe rent. If you take base housing, you will see nothing more then his regular paycheck. I would take off base housing, that's what my husband and I are doing and we're making $600 per month. It will take a good while to get housing no matter your rank, and from my experience that housing you will get will not be worht them taking the entirity of your housing allowence. housing is based on paygrade and bedroom entitlement. how long the waiting list is will be based on those factors plus the availability of your entitled housing. some areas have lots of enlisted housing available, others, not so much. the wait list can vary from a day or two to several years.
It honestly can depend on the area whether or not you can find something off base that is covered by BAH. I will be frank.. E3 and below was NEVER designed to provide for a family.

You will have to wait no matter what! Military to Military have first priority over everyone. I'm single military, I chose to move off base and my apartment is nice. You could afford something nice because your pay is determined on what part of the country you live in because you know some places cost more to live.. It's great! I can pay my rent, my car note, and still live. You will be blessed to get base housing. Personally, i wanted to be off base, so i could move arounf freely with out people knowing when i can and go. Plus, i didn't want to wait, didn't want people telling me when to cut my grass, amd all that good stuff. When i get home and get out of my uniform and boots, i live all that other stuff where it it belongs.... ON BASE!!! I'm including the pay for Navy E-1's. .
