Well, how old is this girl? If she is young she maybe avoiding him cause she don't know how to show feelings.
Maybe she doesn't want anyone to know she likes him, including the guy.
Are you sure she likes him?
Maybe she doesn't want to be seen with or around the guy because he's kindof a looser and she don't want to get a bad rep eventhough she maybe attracted to him.
There are many reasons girls do things but the only way to get your answer for sure is ask her.

because she is shy. May be afraid he doesn't like her. if you like her back you should tell her. and see where it goes from there.

you are afraid of what he will say or do but that doesn't matter. if he is in to you then all you have to do is be yourself. ASK HIM
