If you owe money, you need to file at least an extension by April 15th, but because the 15th falls on a Sunday this year you have until April 16th. You still have to pay what you owe with an extension. If you are getting a refund, then you can file anytime within three years.
On page 10 of IRS Publication 17, the deadline for most taxpayers (if no extension is filed) is April 16th except in the states of Maine, Maryland, Massachusetts, New Hampshire, New York, Vermont or the District of Columbia. Then the deadline is April 17th. If an extension is filed then the deadline is October 15th.

Your taxes must be electronically transmitted or in the mail and postmarked by midnight on Monday, April 16th. It's usually April 15th, but whenever the deadline falls on a weekend you get until midnight on the Monday after the deadline to file.

it should be April 16 this year, but after the IRS forms went to press then the IRS realized that April 16 is a holiday in Washington,DC so it was extended to April 17 this year.

If you know that you owe money it has to be in by April 17th. Otherwise, if you're getting a refund, it doesn't matter when you have it in. The deadline is only for people who owe money.
