It has two sounds, depending on if it's "long" or "short".
What you have to do is round your lips around the 'ee' sound without moving your tongue to produce a sound that might be perceived as "ew", but it's not.
For the shorter version, round your lips around the 'ih' sound without moving your tongue.

The closest one can get to describing the sound is this: Say an "E" sound, as in Even, with your tongue, and an OO sound, as in moon, with your lips. That might approximate the U with the umlaut.
Uber for over comes to mind.

I know it is not quite legitimate, but when the kids say "eeeeewy" that is pretty close.... it comes with a facial jesture and that is just the point: it is pronounced with more lip than English calls for ...

Try moving your mouth into a position of saying "oo" but without moving your tongue or lips, say "ee".
