Is a 10 mega pixel camera good. How good? Is norcent a good brand?

Norcent is not a recognized brand.

The number of pixels is only one measure of image quality, and often not the best one. However- 10Mp is higher than most people ever need.

the Norcent 1020 is available for about $150-$200, which is relatively cheap, but not significantly cheaper than a recognizable camera. If that's your price limit- consider the Fuji F20 instead. You'll be much happier.

Stick with a camera from Canon, Panasonic, Fuji, Sony, Nikon, Pentax, Olympus, Casio or Kodak (did I miss one?)

Well, mega pixels are a bit of hype, becasue for all normal purposes even a 3MB is good enough for a 4x6 print. 10MB can probable cover the whole wall. One thing more important than MB is the Lens. So far Carl Zeiss is the best in the market. Without a good lens, MB just magnify the flaw if youknow what i mean. I will definitely start off with SONY. The best digital cameras in terms of price and features, user friendliness and reliability. Anytime you can walk into a Sony Specialty shop.

I never heard of Norcent making cameras.... I thought they just made mediocre TV's.
You get what you pay for, and what's really missing is good optics. The 10 mp sensor sounds neat, but it's sitting behind crappy lenses, so I would expect a lot of noise. It's full of features that you would probably never use because they're buried deep under layers of menus. The maximium ISO rating is only 200, which is the setting you would use (at best) on cloudy days. For indoor shots you would want to use ISO 400, especially with a small lens and small built-in flash. I would expect a lot of frustration in getting good indoor shots with this camera.
Honestly, I would spend a hundred more and get a Canon, Nikon or even Kodak camera in the 5 to 7 megapixel range.

10 mp will not matter in terms of image quality when u view it in pc. it will matter when you print it 4 times from a bond paper size compared with 3.2 mp.

3.2 - 5 mp is suitable for 4r max.
10 mp is for poster.
