I have a chihuahua who whines when I travel but sounds like your problem is much worse. I don't allow my dog on my lap when I'm driving as I think it's too dangerous, especially if I have to brake hard or anything like that. You should put yours and your dogs safety first even if his whining is annoying. If you are not the one driving and he sits on your knee in the front passenger seat then I can't see any problem with that.

As far as I am aware shortly their is going to be a law introduced that means that all animals travelling in a car must be restrained, either in a cage in the boot or by the harnesses that can be purchased.
I too have a dog that does nothing but winge in the car.. My mum kindly brought me a spray can called "corrector" (I think) which when the dog misbehaves you spray in their direction, it makes a hissing sound that dogs hate and they stop what they are doing.. The idea is you congratulate them when they stop what they are doing and know that if they misbehave they get the hiss. Eventually just seeing the can will stop them. It dosn't harm them and if anything makes life travelling in the car better! Obviously the spray can be used to help correct any behaviour problems. My dog isn't yet perfect, but he's 100% better than he was!
Hope this helps

Our last dog used to sit on my lap whilst driving and at a command ducked down when a police car passed. I would not recommend it though. It is not safe.
Our current dog sits on the back seat with a couple of soft toys for company and only tried twice to come through and climb onto my lap. Both times when she was feeling unwell and had resolved the best place in the car to puke was on me.

While there is no law against it, it certainly isn't safe. Either teach him to behave with a dog seatbelt on, or put him in a crate when traveling.
Imagine if you were in accident. The dog could be hurled against the dash, breaking bones, possibly killing the dog. He could even be thrown through the window causing severe injuries or death.
If you just can't do the things mentioned, maybe its best if your dog stays at home.

I dont know if this legal or illegal. But I watched a programme once where there was a crash and the poor dog went threw the windscreen.. After that I put my dogs in the back with restraints, and just let them whine.

If you allow him to I don't think there is a specific law preventing it but it is risky in case of an accident or if he should make a sudden movement or noise he could startle the driver. Try a purpose built travel cage and entice him with dog biscuits. You will need to retrain him - he is not the boss!!

You'll probably get ticketed if a cop ever catches you.
Regarding the safety issues, it is dangerous for the dog to sit there because he could get crushed between your body and the steering wheel/ airbag if you're ever in an accident, I have Chihuahuas and they give us similar problems. We compromise by having them lay on the seat next to us and lean up against our thigh.
You can easily train your dog to stay out of your lap by simply using your hand to gently push him back onto the seat. Eventually, he'll give up trying to nose under your elbow and he'll settle down next to you.
Good luck and be safe!

more than likely your lap feels more secure for a small dog and he can probably see out the window too. maybe you could get a baby car seat and use a harness with that , he may feel more secure and it would be safer especially as he's got quite a few more years he could be travelling.
best of luck

You're in a seat belt? In the case of an accident, the dog would be thrown through the windscreen or squashed with the air bag! Ask your vet about suitable, safe harness which would keep him and you safe.

I honestly dont think thats legal no matter where you go. EVen if it is, why would you want to take that risk with your pet? Would you do that to your kids? Just to be safe, leave them in the back seat that way you can drive without having to worry about anything.
