The painting is "Blue Boy," and was painted by Thomas Gainsborough, circa 1770. It is on permamnent display at the Huntington Library in San Marino, Ca.

Sorry people there is no spaniel in "Blue Boy," and he isn't wearing a sailor suit.

I did find a blonde boy in a sailor suit...but (alas) no dog.

I thought of Little Lord Fauntleroy first, but Blue Boy sounds like it could be right too.
