These will get you in the ballpark... Most recipes you really don't have to be 100% accurate. With breads, you can feel the difference when you knead the dough.
For all-purpose flour, 3 lbs of flour is about 9.75 cups.
For all-purpose flour (sifted), 3 lbs of flour is about 12 cups.
For cake flour, 3 lbs of flour is about 10.5 cups.
For cake flour (sifted), 3 lbs of flour is about 13.66 cups.
For bread flour, 3 lbs of flour is about 8.5 cups.
For bread flour (sifted), 3 lbs of flour is about 11.33cups.

All-Purpose Flour:
1 cup = 140 grams (0.308 lbs)
1 cup sifted = 115 grams (0.25 lbs)
Cake Flour:
1 cup = 130 grams (0.29 lbs)

Here are some measurements to help out
Weight of flour PER CUP:
4 3/8 ounces or 125 grams all-purpose flour (USDA) - 3lb = 11 cups
4 5/8 ounces or 130 grams all-purpose flour (Gold Medal)- 3lb = 10 1/3 cup
4 1/4 ounces or 120 grams whole wheat flour (USDA)
4 1/2 ounces or 128 grams whole wheat flour (Gold Medal)
4 1/2 ounces or 127 grams bread flour (USDA)
4 3/4 ounces or 135 grams bread flour (Gold Medal)

Flour is 4 cups to pound. That is sifted flour.
sugar is 2 cups to a pound.
liquids are 2 cups to a pound.

You can't convert pouinds to cups. Measuring by pounds is a measurement of weight. Measuring by cups is a measurement of volume. If your recipe is calling for x amount of cups, just measure that many cups out of your three pound bag of ingredients.

A pint's a pound the world around. (16 oz)
A helpful little ditty for the kitchen!
1 pint = 2 cups
so 3 pounds = 3 pints = 6 cups.
Course, it makes a difference what you're measuring.
(A cup of bricks v. a cup of feathers!)
Just remember you are talking about:
dry ounces/lbs. (weight) and
fluid ounces/cups (volume).

A CUP is a liquid measure. It measures volume.
A POUND is a dry measure, it measures by weight.
