I moved here from Washington state like 8 months ago, I have my cell phone bill, bank statements, and personal mail all sent to my new address but don't have a home line and don't have the water/sewer/etc in my name (it's in my landlord's). What do I need to take to the OMV?

Two pieces of mail with your address(for verification of your home address), your birth certificate(for proof of age and identification), your old I.D. card(for I.D. purposes) and your social security card. Oh, and about one hundred dollars to cover the fees and what not.
