There are lots of ways to do this, and if people on here tell you to sell it or you are stupid, don't listen to them. They are the same people who say srt-4s are slow. Here is a great link, this site has allot of info on DCX products. Personally, I would first get a good exhaust kit. The SOHC exhaust is just horrible, if you don't have the $ to do that, see if you can find a DOHC to put on it, Chrysler actually used a good muffler for that car. Also if you don't get an exhaust kit, take off the cat. converter and hollow it out. This will give you about 3-6 whp and 2-5wpft. Then I would get a cold air intake, don't get the cheap ones off of eBay, all they do is pull air from behind the engine, which makes it hot air. You can custom build one with some 3 inch pvc or exhaust pipe. Keep in mind though, to do this upgrade you have to relocate the battery to the trunk, which isnt very hard. Everyone that has a cold air intake has to do it, but it is well worth it. The next thing I would do is put an under drive pulley on the engine crank. This should see you about 3-8 whp and 2-5wpft. Any kind will work, but unorthodox makes the best. To do this you will have to get a loaner puller from auto zone for about 65 bucks, but you get 100% of that back when you are done. It is the special Chrysler/mitsu puller, a regular 3 jaw puller will NOT work, this is where most people go wrong. Those are the three main things to do, so good luck!!http://allpar.com/neon/performance.html
