i want to take a black and white photo and color in a portion of it. Can anyone recommend software?

Most of them should let you. You just have to convert it from a b &w image to a color one. Photoshop Elements is a popular home program, or Photoimpact.

i use ms digital image suite, or photo impact pro
or you could use:
photoshop
gimp
possibly corel paint???? not sure about that one
