I agree with what everyone else is saying about cutting the hair into layers. With a one length design line, the hair is too heavy therefore the curls fall out. I would also suggest putting the curlers in after a shower, and watch how much hair you are putting on the curlers, and leaving the curlers in over night. When you roll the hair, remember you don't want any hair hanging off the curler so I suggest using one inch sections per roller depending on the roller size. As far as products go its going to depend on what kind of look you are wanting to achieve. If you like tight hard curls, use a gel before rolling. If you like them soft, use a moose. Hairspray is a girls best friend and I recommend aerosols over sprites. You may also want to try just rolling the wet hair around a finger and pinning it with a bobby pin. This will give you different size curls.

get a good curling iron, hot tools is i prefer, and pin curl the hair. how you say, it's simple. Frist take a section of hair, the smaller the tighter, the larger the softer the curl, spray with hair spray. heat up the entire section of hair by pulling it through the iron, then mid shaft start curling the hair and slowly open and close the iron until the hair is completely wraped. next, slip the hair out and pin to your head with a double prong clip, not a bobby pin. find these clips in beauty supply stores. after you are done with entire head spray and let cool as long as you can. finger comb for curls, brush for waves.

Has she got a few layers in her hair, not too short but if her hair is all one length, then the weight of the hair will pull the curls out. Spraying thh hair LIGHTLEY with hairspray whilst it is still wrapped round the curling tongs is a good way to set it.

You need a professional Hair-cut.Her hair is not holding curl because it's too heavy.Get a trim and some layering=continue hair products you are using, that should do the trick.Good luck.
Make sure you look at pictures before you get cut so you can
communicate Style you want.

I used a setting lotion before I roll up my hair. I also use the plastic, snap on, magnetic rollers. This is the only roller you can use if you wet set your hair. My curls last all day until I roll it back up at night.

Has your Sister tried using "Wash-N-Curl" shampoo?
It helps your hair stay full and bouncy, helping curls last longer.
Also try a freezing gel type spritzer after hair is curled. Hope some of these help!
