create a video from jpg images?

whats the best (free) piece of software to create an avi video from jpg images. ive tried using windows movie maker, but i cant get the pictures to stay on the screen for less than 1 second each. i want each picture to appear for about .25 to 0.5 seconds for each 'frame'.

oh, and if it can centralise the photos, that would be even better...
