Anybody age 18 and over, who can show picture identification of some kind (even a school or work ID) and give an address where they can receive mail can get welfare and food stamps, which are now in the form of a credit card.

But section 8 is a government rent subsiding program. Therefore only legal citizens who can show proof of residency, income, and rent payment can apply for it.

Not without their original papers.It doesnt have to be documents prooving they are legal it just has to be something from their country saying that this is who it says.So your answer would be yes they can get welfare assistance.Section 8 is a whole different program and no if they dont have legal papers they cannot get rent assistance.
