What the best way to sent up to become a volunteer in the summer scheme?

I'm a bit confused as to what you're asking. If you want to volunteer contact your local volunteer bureau. If you want to set something up then I think it would be best to join up with an existing service - like a sports hall - hopefully then you'll be covered by their insurance (although you'd have to check, and what risk assessments are in place etc). You'd also need to be CRB (police etc) checked if you're working with children.
