Ok I would like to be one of those people that design the layouts for the magazines. like for fashion magazines, (the one that decides where the pictures and the writing is going etc...) please help because I want to change majors....

You'd probably need a major in graphic design with an emphasis in layout or production.

Graphic design, or design in general.
To get an idea of the path and education, maybe take a look at predominantly art and/or design schools, like Pratt in New York or California Institute of the Arts.

Graphic design, most likely. Some schools (e.g., Rochester Institute of Technology, I think) have majors specially for this.
