I talk to him alot , his cage was in a high activity place before (i have small children) So i put him in a quiter place.....he hasnt ever tried to bite me and when I prop open the door to his cage so he can get out he wont come out

yeah, he's just molting. my indian ringneck parakeet started yesterday. and i agree that you should move him back to his old spot. the reason he wont come out now might be that you have put him in a new, unexplored area that he is not comfortable in. move him back and make sure you are spritzing him with water every day to help keep his skin from getting all dry and flaky. you can also get some aloe and mix it with the water in the bottle. that is great for their skin and it will make their new feathers shine (dont use the sunburn aloe, use pure aloe) if you dont want to make it, you can buy it online. its called avian x bird rain i think. its really good. i use it on my bird the 2 months before a show.

Molting is a natural process that all birds are starting to do right now.

Feather picking or pulling is self mutilation caused by either illness or boredom.

If they are just falling out, don't worry. If he is actively pulling them out, then go see a vet. http://aav.org/vet-lookup/

Move him back - birds need stimulation - to feel a connection - he loved his old spot - he was near the center of his family's activities - the noise, the kids, etc. he was a part of it all and he loved it and you moved him - now he's upset and confused and very unhappy. Let him rejoin the family - it may take a while for him to start trusting that you won't isolate him again.
