Besides water and sunlight, what changes/influences the rate of photosynthesis in the ocean?

Health of the plankton more than anything. Pollutants, nutrients, oxygen, temperature, herbivory of the plankton, all of that can affect the health of the plankton. I'm imagining the availability of carbon dioxide would also affect the rate of photosynthesis.

availability and flucuation of nutrients like nitrogen, phosphorus and silicate that are needed for these organisms to grow. also, the water current patterns to supply these nutrients to areas
