Strep can. Meningitis is an inflamation/infection of the meninges, the lining around the brain. Bacterial meningitis is usually caused by Nesseria Meningititus - a bacteria closely related (ironically) to the Gonorrehea bacteria (Nesseria Gonorrehea).
Strep CANNOT change into a staph infection - they are two different bacteria.

yes,In addition to strep throat, Streptococcus species are responsible for many cases of meningitis, bacterial pneumonia, endocarditis, erysipelas and necrotizing fasciitis (the 'flesh-eating' bacterial infections). It should be noted, however, that many streptococcal species are non-pathogenic. Streptococci are also part of the normal commensal flora of the mouth, skin, intestine and upper respiratory tract of humans.
