he is a male parakeet blue I dont know his age but I think he is young

He may be molting, but he may also be stressed. Is there a great deal of noise and/or activity in the area of his cage? Do you have a dog or cat that may be scaring him?
And lastly, how often do you interact with him? He may be getting "cagebound", which is a term for when birds withdraw from human contact and consider their cages their only safe place. If he tries to bite you when you change his food and water, that may be what's happening.

We used to have a little parrot when I was a kid who was not tame at all and only spent time in his cage. Very sad, he pulled out all the feathers he could reach. They get neurotic and bored. I'd give him some toys, a bigger cage, maybe spend more time with him if he's not molting. If that doesn't work take him to the vet.

I am the Head Poultryman at a comercial poultry coop, but that sounds like deplumeing mites to me. Sence i am a poultr professional and not trained on parakeets though i doubt i am of much help

If he is pulling at his feathers, he must be very bored and/or going mad because he is living his life in a cage. Try letting him fly around.
