Judas spent 3 1/2 years with Jesus and knew Jesus performed miracles with God's power and Judas still turned into an unrepentant thief. John 12:6.
Apparently, God could read the heart of Judas, that he would never repent, and so allowed Judas to be the tool of Satan against Jesus. Judas was 100% accountable adult.
If Judas had not have had the opportunity to be one of the 12, and only heard about Jesus, like many today, do you think he would repent? There would be even less chance.
Once Jesus said, if people do not believe him, believe the works, that you might be saved.
Jesus told Pilate that Judas had the greater sin; John 19:11.
Acts 1:25 ..Judas deviated... This shows that Judas had a period of repentance, but deviated or left it. No doubt, this was when he became treasurer, and gave into temptation and began practicing thievery.

There are a couple of things to look at here:
first, just as there are people who fulfill the positive parts of Gods plan, so are there people who fulfill the negative parts - but both parts are equally necessary to the fulfillment of the plan at large.
Also, don't forget that Judas really believed that he could tell them where Jesus was, collect some money, and then when they tried to arrest Jesus, then Jesus would attack them with all spiritual forces, and set up his kingdom here on earth; and, Judas would be the money guy (the treasurer). When Judas realized that Jesus would not fight it, then he was horrified at what he had done, and repented.
Either way, Judas is not condemned for the act, I assure you.

Knowing something is going to happen doesn't mean that you are making it happen. If you leave a 100 dollar bill on the dash board of your open, unattended car in a busy parking lot then you know when you get back to it the money will be gone but you didn't make it happen. It was the foreknowledge of the Holy Spirit within Jesus who knew what was going to happen from the foundation of the world, every detail of his life and of all those who come to God by Jesus.

he has a free will. it was probably not in Jesus' plan but he did betray him. and I'm not really sure why Jesus let Judas betray him but he must have a reason

If he didn't "betray" Jesus, Jesus would not have died and we all would have to go to hell. We should worship Judas, not hate him.

Just because God knows something is going to happen doesn't mean that He causes it to happen. Kind of hard concept to understand, but that's true of a lot of things involving God. (No matter which God you believe in.
