it is speaking of when man takes some material ie. wood, metal, gold, silver and makes it into something that they then worship. this piece of wood or metal is simply that a piece of wood or metal. it cannot breathe or see or hear, they are futile. We are not to use idols in worship at all. Psalm 135:15 The idols of the nations are silver and gold,The work of the hands of earthling man.16 A mouth they have, but they can speak nothing;
Eyes they have, but they can see nothing;17 Ears they have, but they can give ear to nothing.Also there exists no spirit in their mouth.18 Those making them will become just like them,
Everyone who is trusting in them.

Do not worship false idols created by man or nations. Worship only the one True God.

Jeremiah 10:14-15
Every man is brutish in his knowledge: every founder is confounded by the graven image: for his molten image is falsehood, and there is no breath in them. They are vanity, and the work of errors: in the time of their visitation they shall perish.

you are probably referring to Jeremiah 10:14;

Actually whats in the manuscripts reads like this:
"every man is brutish in knowledge; every founder is put to shame by the graven image;
for his molten image is falsehood; and there is not the Holy Spirit in them"
