The California State College system maintains a school to train aspiring merchant seamen, at Vallejo, California. I think it's called the California Maritime Academy. Tuition is probably almost free if you have established residence in California, and pretty reasonable even if you are from another State. They will train you and steer you to employment.

The U. S. Merchant Marine Academy is located in Kingspoint, NY - here is their web site - http://www.usmma.edu/. Kingspoint is a fully accredited college. Upon graduation the grads are qualifed to become llicensed masters (ship captains), deck officers, and engineers.

If you don't want to be more than a rating (able bodied seaman) go to your local U. S. Coast Guard station and ask how to become a merchant seaman. That is within their jurisdiction.
