Is she still nursing kittens? What are you feeding her? If she is still nursing kittens she should be getting a high protein diet and if she looks and acts "down" it could be because she is not getting the proper food. You should be feeding her a growth formula until she stops nursing. Vitamins are good too.
If the kittens are gone, maybe she is having a hormone storm from stopping nursing. And if she has been the center of attention during the pregnancy and nursing and now is not Miss Thing anymore, yes that could make her depressed.
Buy her some catnip to reward her for being such a good Momcat and schedule a petting session at least once a day.
Now would be a good time to spay her too.

Yes, cats get depressed for a variety of reasons. Why not praise her excessively for producing a gorgeous litter? Make much of her (petting, praising, giving treats, etc) rather than the kittens at this stage.

y cat recently had kittens and I am constantly petting and talking to her and she is the happiest cat in the world with her 2 new gorgeous kittens. If you basically ignoring her, then she might feel sad...but I would not call it post partum depression.

Cats are just moody! She will probably be back to her old self in a few days or so.. Buy her a toy..

Yes, they most certainly can.
She needs lots of extra attention now. Lots of petting, brushing her coat, treats. Talk to her more, in a very loving tone.
She needs you!
