Eating bay leaves, especially when they've been cooked into a dish, can be dangerous. When they cook in a dish, they get very fibrous, and have (at times) been known to get stuck in people's throats and create a choking hazard. Since bay leaves are used in cooking they can't be dangerous to eat but they can become a bit of a problem since they don't really digest.

In my country we use it a lot for cooking, but we don't eat the leaves.

Leaves of the Bay Laurel tree are typically used to flavor soups, stews, beans and other vegetables. While you can occasionally find fresh bay leaves, dried will usually work just fine. Bay leaves impart flavor but are too tough to eat, unless otherwise noted, you will always remove them before serving.
CAUTION: Using too many bay leaves will turn your dish bitter!

yes it is. They represent a choking hazards.
It is standard practice to actually count the amount of bay leaves one uses in a dish and to make sure that the same amount is removed prior to service

The central stem of the bay leaf has been known to perforate the stomach or intestines if swallowed. The bay leaf should only be used for seasoning and then removed from the dish before serving.

Yes it is, the spine is very tough and can lodge in the intestines and you'd need surgery to get it out, always remove them from a dish before serving.
