Emulsion the walls, this will show what needs filled. Don't use ready mixed filler as it sets harder than your walls so you'll sand your plaster away before the filler.
Go to Johnstones Leyland and get powdered interior filler for lager holes and Red Devil fine filler for the finer ones. If you spred it thin enough, a quick sand with your hand will sufice when it's gone off.
Then second coat the walls.

You didn't say of your wall were sheetrock, plaster..or what...
with "cracks" I would guess plaster? You need to lightly sand the wall...fill in any holes or cracks with putty (use whatever kind for the type of wall material you have)...sand the puttied areas once dry...to smooth...paint with a good primer and then your paint color...
Painting over cracks and peeling paint is never a good idea..the new paint will hide the imperfections for a VERY short while (if it adheres at all)...and you will have to paint again too soon...
Doing it right the first time around is always a good "rule of thumb"...
If you're still unsure, go to your nearest paint or home improvement store...there are people there that can help you...

it depends on the size of the crack..if they are small in width then the paint should fill it in. If they are wide(1/2 or so) then I would recommed filling it in with spackle. If you do spackle then you have to first sand and prime the spackled area with a flat paint(Non-semigloss) before you put the finish coats on, or else the spackle will flash through. The scratches should not be a problem but the cracks might. If you are unsure then maybe paint the cracks first before you start painting the room. Let it dry and see if they fill in.

Go over the cracks and scratches with pollyfiller, sand it back down and then paint it. This will give you a perfect surface finish.

Get lightweight spackle from a hardware store. Cover it up, let it dry, then sand it down and paint. Give the spackled spot at least two coats.

the cracks are not going to go away! get some wall filler for the scratches-- or you could be really lazy and just paint over them and then put posters over them so no one sees!!
