These holes cannot be removed. What you can do is obtain some basic filler.
You need to fill the holes with the filler, I find the best thing to use is a wallpaper scraper. Leave to dry for the appropriate length of time. Then you need to use some course sandpaper to remove the excess, and then some fine sandpaper to get a smooth finish.
This should do the job.

Go to a hardware store and buy a small container of wall spackle in the painting section and a 2 inch putty knife. Use the knife to spread the spackle in and around the hole. Home Depot has clinics from time to time to show how to do things like this, there are lots of DIY websites with info on the proper method of useing a putty knife.

You can get little tubs of filler from the DIY shop. It comes with a scraper to put it into the holes. Sand them down to the level of the wall once dry and when painted you won't notice them.

Filler. Buy powder filler and mix with alittle water, fill the holes so that they are alittle raised. When dry gently sand until smooth. mix alittle of your paint with water 50/50, and paint the filled bits, allow to dry, and than paint as normal.

Hi UK builder here, if the plastic plugs are still showing cut them of with a chisel, or blade knife. Fill with a normal filler, it may shrink back but its cheap. Force dry it with a hair drier or as we use heat gun on low setting( if in a hurry) refill, do the same again. sand, done.

buy a small tub of spackle and a spackle knife. Apply the spackle, let dry, and sand. Coat the spackle with at least 1 coat of primer of flat paint before applying final coats.

Toothpaste will dry up and fall out. Best bet is to use drywall compound. You will want setting compound it shrinks less. if you go to a hardware store and tell them you want a bag of 90 minute mud they should know what you want.
