I'm not sure I understand your question...are you asking how to go about getting a home tattoo shop? You can buy full kits online that include a machine, a power supply, several inks, needles, tubes, etc. What do you mean by is it legit? If you plan on actually opening a business from your home, you will need a business license. But you don't need one if you just want to tattoo in your spare time.

Well, I dont think legally you can tattoo general public without a business license and some sort of agreement, my friend tattoos his close friends in his spare time as he does art and has been training since he was 15 years old, once he turns 18 he can apply for a business license to open up part of his house which is getting sterilised as his tattoo place, I wouldnt recommened broadcasting to the general public about it until you can do it legallly, perhaps try tattooing on a few friends for the meantime, its better than getting jailed.

First get some Crayola Wash-able markers and make a tattoo sign for your shop then use the markers to tattoo your customers....that way you can make tattoos that'll be hella cool with wicked designs like snakes and skulls and then your customers can wash off old ones and get new ones when they want!

meaning with colours, not neddle
like body painting for parties,modeling sessions, or just for fun, that would take up to 24h,or even few months to get erased,
depending on the colurs you use
but you must have talent in drawing, the design must be very precise and accurate

no short cuts, there are legal requirements under use and sterilisation of equipment that won't come cheap. failure to comply would result in seizure of equipment, a heavy fine, possible imprisonment, and being sued by customers, for giving them infections because you failed to comply with regulations.
check your local licence and regulations on tattoo parlours
