While its possible for any rate to be jump qualified.
The Navy is not going to send someone to jump school who would have no need to be jump qualified.
Generally Naval personal who can or do get jump qualified come from the following rates:
Seals
Hospital Corpsmen
Air Crew Survival Equipment-men
Seabees
Special Boat Unit members
EOD
Divers

No it's not a badge any rate in the navy can earn. Typically, you would have to be in the aviation rates to earn it. Unless the navy has changed since I got out only PR's and Aircrewman were able to earn it, but i'm sure if you wanted to earn you would be able to somehow.

All those who complete BUD/S training will go on to Ft. Benning, Georgia to complete the Army's Basic Parachutist School prior to further training thru the Army or Air Force. EOD members also undergo this training... so it's not so much RATING dependent as Job-dependent.
Aircrew who are "ejection-seat riders" would go thru training in Pensacola, and then also at their Fleet-Replacement Squadron. Currently, there are no longer enlisted aircrew riding ejection-seat aircraft (S-3B, ES-3A, and A-3D are gone or all officer). We only wear the aircrew wings.
LONG ago, 1988 a dozen AW's (Aviation Anti-Submarine Warefare System's Operators) who were Helicopter Rescue Swimmers, went thru Army Basic Parachutist School as part of a test-group qualifying for the AIR FORCES CSAR (Combat Search and Rescue) course. Sadly, the Congress/ Pentagon gave the CSAR job entirely to the Air Force immediately after. Those AW's WERE permitted to wear the parachutist's badge.

PRs can earn it, as well as the SPECWAR and some Aviation ratings, but as for the rest.. not likely. there would have to be a specific need for the individual to need it before the school would be authorized.

As far as I know, the only people in the Navy that are trained in parachutes are Seals and/or Divers.

No, just elite units like the seals have need to jump from planes.

Im sure they CAN, but alot of Rates wouldnt use it after they got it.
